COMMUNICATION POLICY IN THE MODERN SECURITY ENVIRONMENT

Abstract

Introduction. The content of communication policy in the modern security environment is studied. The need to apply new approaches to developing and implementing communication strategies by the neo-paradigm of national security is argued.

Methods. The author used the analytical method, narrative, and discursive analysis, which made it possible to track the trends in the formation of the new paradigm of national security and their representation in communication strategies. The structural-functional method made it possible to expand the understanding of communication policy as an element of strategic communications, and the methods of political linguistics, extrapolation, and political anthropology contributed to the formation of requirements for using specific political science terms in communication.

Results. It is substantiated that the modern neo-paradigm of national security should be based on active offensive measures, conducting preventive offensive communication campaigns that correspond to national interests. Modern legislation regulating communication relations is analyzed. It is proven that the application of significant, pragmatic, and communicative functions will make it possible to structure communication policy, increase the realization of national interests, affirm national identity, strengthen and guarantee the stability of the state, and ensure national security in internal and external dimensions.

Conclusions. There is a need for the development of the Strategy of the State Communication Policy of Ukraine and, on its basis, the comprehensive and systematic application of the relevant directions of the state policy. The connotation of communication policy in the context of the neo-paradigm of national security can serve Ukraine as an additional guarantee of realizing its statehood and creation and further affirmation of its subjectivity in international relations.
